Developer General Partner of Hacienda de Caballo is PDC. PDC was established in 1984 for the purposes of acquiring, entitling and developing large land parcels. PDC began a working relationship setting forth the direction and strategy for what is now the acclaimed 5,000-acre Rancho Santa Margarita community. Rancho Santa Margarita has received a tremendous amount of positive media attention as evidenced in Newsweek, the Wall Street Journal and 20/20, the well known news magazine program.

The recently opened St. Regis Hotel in Monarch Beach is the last major component of a 500-acre project on the coast in Southern California. The Monarch Beach project is also home to the Ritz Carlton Monarch Beach, an 18-hole Robert Trent Jones Golf Course, and some 2,500 residential homes with prices ranging from $750,000 to over $15,000,000, all of which Mr. Bill Phillips, Mr. David Stein and Mr. James D. Stout began from “raw land”.

PDC is currently developing “The Preserve at San Juan” a 180-unit master planned community project located in south Orange County. The 640-acre property is gentle rolling with large natural rocks and oak trees and will offer 2 to 4 acre home sites valued at over $1 million. PDC is also currently involved in “Costa Palma”, a 1,700-acre marina resort project in Mazatlan, Mexico featuring thirty-six holes of championship golf, four hotels and a full-service 441-slip marina integrated within residential enclaves.

Key partners in PDC include: Mr. William Phillips, President, developer of numerous master planned community projects. Mr. James Stout, Development Partner, who was the former President and Chief Executive Officer of Daon Corporation, the largest real estate development company in the U.S. during the 1970’s - 1980s. Mr. Stout has come out of retirement to join PDC in these new activities. Ms. Cheri Phelps, Vice President who joined PDC in 1986 and focuses on strategic planning, land use entitlement and the management of complex larger projects. Mr. Ryan Phillips, Director of Business Planning and Development Scheduling, joined PDC in 1996 after graduating from Bucknell University. Ryan focuses on keeping projects on schedule and on budget
